Many administrative services and digital transactions require that citizens clearly identify themselves. Usage in the city-states is above average (Berlin: 57 percent, Bremen: 56 percent), in the flat states it is on average 52 percent, Thuringia and Brandenburg are in the lead here with 56 percent each.

There are no differences in the level of use between the new and old federal states (including Berlin); both are 52 percent. However, the residents of the new federal states use the services more intensively: 23 percent state that they use e-government services more than five times a year, in the old states it is only 16 percent.
