In addition apa monitor jobs to cost impact assessments and better regulation, administrative digitization is one apa monitor jobs of the greatest levers for reducing bureaucracy, i.e. for efficient, citizen- and company-friendly administrative services. Because that is the apa monitor jobs case, the National Regulatory Control Council
(NKR) has been dealing with the obstacles to the digital transformation of the twiddling thumbs psychology administration for many years and with the e-government reports 2015 (“There is no e-government in Germany!”) twiddling thumbs psychology And 2016 tries to show the potential inherent in administrative twiddling thumbs psychology digitization and how it can also succeed in Germany.
In 2017, the Online is monitor on psychology a peer reviewed journal Access Act (OZG) was passed. Since then, the NKR has followed the is monitor on psychology a peer reviewed journal implementation of the OZG and regularly publishes the Digital Management Monitor. The question is monitor on psychology a peer reviewed journal of how the objective of the OZG
– to achieve the comprehensive apa brief digitization of the 600 most important administrative services by the end of 2022 – can succeed in view of the large structural deficits and complex implementation structures in Germany will be apa brief investigated.
Figure 1: The »hidden apa brief object« – the complex implementation structures of the OZG implementationThe main theses of the monitor at a glance. For the success of the OZG – also beyond 2022 – we need more transparency, standardization and digital law
Issue # 4 of the Monitor was most recently published lea winerman and noted goodwill and great commitment in the federal, state and local governments. At the same time, th lea winerman e focus was on the ongoing major challenges at the mid-term stage of the OZG implementation.
The core demands o lea winerman f Monitor # 4 toogreater transparency in implementation monitoring, stronger standardization of the one-for-all services for more competition for solutions and better reusability as wellhigher digital suitability of laws
have meanwhile found their way into the ongoing discussions in administration and politics and, from the point of view of the NKR, should urgently be given further consideration.
What else? Monitor # 4 in the Director’s Cut
Because a lot has already been written and reported about the core theses, they should not be repeated at this point. Instead, the view should be directed to the rear areas of the monitor, where further discussion material is «slumbering», which also deserves attention. What follows is, as it were, a preparation of those scenes that only catch the eye of the beholder through a director’s cut.

OZG implementation takes place in a complex organizational environment
Administrative digitization and OZG implementation are not only technically demanding, they also take place in a complex organizational environment and in multi-level governance structures.
Individual organizations such as the IT Planning Council, the IT Council, FITKO, the Federal Ministry of the Interior and the Chancellery take on certain key positions – but they do not have special access rights or highlighted control resources.
At the same time, the OZG processes, namely the digitization programs, take place to a considerable extent outside of the established structures – also in order to be able to proceed in a more agile manner. In addition, there are explicitly agile digitization units such as the Digital Innovation Team DIT and – most recently – DigitalService4Germany.
