OZG implementation takes place in a complex organizational environment

Administrative digitization and OZG implementation are not only technically demanding, they also take place in a complex organizational environment and in multi-level governance structures.

Individual organizations such as the IT Planning Council, the IT Council, FITKO, the Federal Ministry of the Interior and the Chancellery take on certain key positions – but they do not have special access rights or highlighted control resources.

At the same time, the OZG processes, namely the digitization programs, take place to a considerable extent outside of the established structures – also in order to be able to proceed in a more agile manner. In addition, there are explicitly agile digitization units such as the Digital Innovation Team DIT and – most recently – DigitalService4Germany.
