The AgID and the Ministry of Health, with a view to verifying the progress and the state of implementation and dissemination of the Electronic Health Record (ESF) in the national territory, in agreement with the regions, have defined a series of indicators that allow represent the complete scenario.
Specifically, the monitoring activities are divided into two distinct groups of indicators: Implementation and Use.Implementation IndicatorsThe Implementation indicator aims to represent the state of progress regarding the implementation of the regional Electronic Health Record (ESF) and represents the average of the individual services provided for in the plan. These, in detail, are:
Enabling components: state of implementation of the register of patients, operators and healthcare companies, and the network infrastructure;Services for access by citizens: state of implementation of the authentication mechanisms of the assisted person, of the methods of collecting and managing the consent of the assisted,
of the organizational methods with which access to the ESF is provided to the assisted (e.g. web portal, service kiosks, etc.) and the creation of the client’s notebook (optional service);
Services for access by GPs /
PLSs: state of implementation of the organizational methods by which access to the FSE system is provided to GPs / PLS and of the procedures for enabling access and feeding of the ESF by GP / PLS;
Services for access by health care companies: state of implementation of the organizational methods by which health facilities are provided with access to the ESF system and the methods for enabling access to and feeding the ESF by health professionals;
ESF interoperability services: state of implementation of services to support interregional interoperability;Services for the management of laboratory reports: state of implementation of the methods adopted for the digitization and management of laboratory reports produced by health facilities
(eg training of health professionals, mapping of catalogs, etc.);
Services for the management of the synthetic health profile (Patient Summary): state of implementation of the procedures adopted for the digitization and management of the synthetic health profiles by the GP / PLS (e.g. training of doctors, software applications, etc.).
The second type of monitoring, that of Use, is aimed at monitoring the real level of use and dissemination of theon the national territory by citizens, doctors and healthcare companies.Specifically, the indicators highlight:
Citizens: number of citizens assisted (by assisted we mean citizens residing in an Italian region who have chosen a GP / PLS) who have given their consent to feed the ESF with respect to the total number of citizens assisted in the region and the number of assisted citizens who have made at least one access to their
ESF out of the total number of patients for which at least one report has been made available in the last 90 days;Doctors: number of GPs / PLS who used the FSE compared to the total number of GPs / PLS holders qualified for the FSE and the number of Patient Summary populated by GPs /
PLS holders compared to the total number of activated FSEs;Health Authorities: the number of health care workers qualified for the ESF compared to the total number of health care workers in the health company and the number of digitized structured reports made available in the
ESF compared to the total number of reports produced by the health company. In this start-up phase, the reports taken into consideration for monitoring are solely those of the laboratory.
The indicator shows the data of each public structure (ASL, AO, IRCSS, Public Foundations) present in the area. In the specific regional section, a detail chart is displayed showing the sum of the entered values.
